The United States and United Kingdom Sign Zero-Tariff Accord on Prescription Drugs.

The UK and US have finalized a major commercial pact that will ensure zero import taxes on UK pharmaceutical shipments going into the American market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has agreed to raise spending on drugs through the National Health Service (NHS). This move guarantees that duties on these key products will remain at nothing for a period of three years.

This deal comes after recent warnings to hike import taxes on branded drug imports, with potential rates floated up to double the cost.

"This agreement between the Britain strengthens the worldwide climate for innovative medicines and establishes long-overdue balance to U.S.–U.K. drug exports," a release noted.

Trade Significance

Drugs constitute one of the Britain's largest goods shipped to the United States, which is clearly the primary buyer for large British pharmaceutical firms.

Statistics indicate that in the one-year period prior to last September, the UK exported medicines worth £11.1bn to the US. This amount represented a significant portion of all goods exports in that timeframe.

"This guarantee safeguards jobs, increases capital expenditure and paves the way for the UK to emerge as a global hub for life sciences," a government official stated.

Specific NHS Changes

The deal involves several key changes from the UK:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it judges new treatments to be unaffordable by a quarter.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on drugs from 0.3 percent of the national economy to 0.6% over the following ten-year period.
  • Rebate Cap: The percentage pharmaceutical firms must return to the NHS to stay within budget will be capped at fifteen percent. Last year, repayments were more than twenty percent.

Broader Context

The deal comes amid a long-running tension between the drug companies and the ministers over medicine costs and approval rates.

These tensions were heightened by claims that US patients were paying a premium for the equivalent treatments than consumers in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been paused or cancelled, while major expansions have been directed toward projects in the United States.

The Science Minister publicly accepted that the NHS had to spend more on treatments, noting that its budget allocation on drugs had declined as a percentage of its total funding over the previous ten-year period.
